In lots of countries (not Wales) it is too hot to drop the top and aircon is a necessity.
My latest cab fragger is a UK car but was ordered new with A/C cruise/OBC/HLWW AND most importantly, for those inclement days in the passage, a LSD

I am pretty certain when the facelift cars hit the US for the '88 model year, the 'diving boards' were replaced by euro facelift style bumpers , though fitted with the US mandatory side marker lights.
I assume convertibles mirrored europe and did not get the later rear lights and bumpers till '91

Don't think it was a state option, or state legislation.
They were made of aluminium and were only available from 84-88, which I assume was the prefacelift option.
