zinc primer and red oxide are different.
Some people will tell you that zinc primer "flakes" off but if done properly it is actually very strong. The new metal has to be keyed appropriately, thoroughly de-greased and then sprayed lightly with the zinc primer. It forms a chemical bond rather than solely forming an adhesive bond as etch primer will. Keying the surface when using zinc primer massively increases the surface area of the metal and helps the zinc primer bond to/with the metal.

I'd personally use zinc primer. Using etch primer isn't so much of a problem but is normally only preferred over zinc primer on visible bodywork repairs. I'd much rather use zinc or etch primer than red oxide.

Remember to use a quality underseal as opposed to a schutz type.
