Hi i brought my e30 about a month ago and i've noticed the heaters are stuck on warm/hot when on cold. Has any one got any idea why this happens?

There's an electric water valve on the LH side of the heater pipe, which should shut the hot water flow to the heater matrix off completely when the knob is set to full cold.
Check for power at the plug to this valve by removing the plug from the valve and connecting a 12 volt bulb of at least 5W across the pins of the plug.
It should light when the knob is at full cold and the ignition on.

What Brian said^^^
I know on my M40 there is a seperate fuse all by itself sitting just above the valve so if you do not have power on the plug have a look if your E30 has that fuse there.
