running a pas rack without fluid/ assistance

got an e30 recently, was in a magazine in 2005, its got a pas rack but according to the magazine doesnt have assistance?

It says the fluid line holes have been blanked off..

i had a look in the engine bay dont think im being dim but i couldnt see a reservoir either,

lock to lock is about 3.5, and it sounds a bit rough when its turned as well,

was going to stick the rack in mine as in the history it says m3 rack, but doesnt running a pas rack without fluid cause issues?

any dodgy noises? mine sounds like metal rubbing if that makes sense,
