The Idle speed IS controlled by the ECU. This is how it works
Under the throttle body, there is a switch, called the TPS, Throttle Position Sensor/Switch. This has three states, Idle, Open & WOT (Wide open Throttle). This must be working properly for the idle to be controlled. To check it works, Gentley move the throttle by hand from idle/closed(with engine off so you can hear) to just open, you should here a click of the switch, if there is no click, the ECU wont know when the engine is supposed to be at idle, hence a crap idle, i know, i had the same problem.
