BMW produced tweeters for the triangular panel you're talking about. Put a 'wanted' ad up - someone may have some for sale. Many cars were wired for them (even if they weren't fitted) so it literally takes a minute to fit them.
If you're not keen on the OEM tweeter audio response, the fitment is perfect and quick, so you could pull out the old drivers and install ones of your choice.
Just make sure you get tweeters with all the fitting clips.

If it ain't broke, fix it till it is
i don't think it's possible to open up the lower pannels, it's quite a structural area and i wouldnt want to be chopping it about.
i know people have built pods outwards to fit 6.5s in the footwells, but you'll have to do something about the bonnet release handle which will get in the way.

im doing this soon mate, fitting 17 comps in the front, i think its possible to fit shallow ones in and cut out a ring of metal to open the whole up. If you take the kick plate pannels off and look where the speakers mount, the metal is very flimsy so it cant be structural there, although all the metal behind is.
Canny Beat a chromie!'

Think you need to get tin snips at the kickpanels to open them up a bit. As Beemerbird says bmw have tweeter pods, wiring should be behind the door card as well, seem to go for under 50.
I'll have a digg around for the thread, someone on here fitted larger speakers and ended up using a audi tt bonnet release lever.

Ive put mine in the front doors too, ive got 6.5" shallow fit ones with a spaced ring. Also have put the tweeters on the mirror backplate, why spend £50 on tweeter pods, make your own
if there wern't people like me,
with cars like mine,
who would you put down to make yourself feel better?
