This doesn't mean to say the car is legal; it has met the minimum criteria laid down in the manual and therefore has to pass but still can be illegal or unfit to use because of items not covered in the MOT test.
I'm fully aware of this, but the MOT test is changing.
What I need to know is the exact text of the relevant parts of the new test.
Does it actually exist yet?

yes the new manual does exist. It is on line for viewing at the VOSA site, linky below;

This is the manual that will be going on the MOT Computerisation system from 1st January 2012.

Thanks hennabm, iv been waiting for a copy of that as well, i expect this will mean a glut of previously good cars being scrapped soon, time ti fill up the spares department.

So, if I'm running hid's with lenses from a 7 series, will it pass the mot before 01/01/12?

As long as it has the correct beam pattern and they are secure yes.
