If the wipers work OK on fast but are problematic on slow or intermittent your problem is far more likely to be the motor than the stalk.
Secondhand stalks can be had for next to nothing and are easy to change if you want to go down that route.

Stalk is held by just two screws,once the lower steering column is removed.
I would replace rather than attempt a repair.
