removeing surface rust and bubbles

Whats the best way to remove some surfae rust ie: a scratch that's been left open and some bubbling on the arches?

When I had a go at the rust on my wheel arches I bought a dremel and a couple of steel carbide wire brush heads, ground out all the rust I could see and about 20mm - 40mm all around the rusty patch just to be sure. Painted on a good rust treatment, filled any pitting with 2 pack stopper and then sanded it back with 320 grit. As all the areas I had treated were prone to stone chips (probably how the rust started !) I gave them a good coat of stone chip paint followed by normal primer. A mate of mine then flatted everthing back and any exposed metal was painted with etch primer and then the base coat followed by lacquer. The paint was then left for a week to completely dry then cut back with G3 and polished, considering it was all done with an aerosol the results are shit hot and 7 months on no signs of the tin worm !
