Its for the septic market only. I believe they did something similar with the E60 5 series as the nanny state septics didn't like the M5 either (well, the people did, the authority didn't) which let to some sort of weaker version. There's loads of cars which have massive USDM changes. The E30 M3 did to delete the dogleg box.

Saw one on the roads here (Florida) the other day, it looks so much more aggressive than the sport package in person...

You can here that changes have been made to the exhaust system too
