To be honest, i'm unsure... I know mine is making a horrible creek sound when I full lock it, and sometimes when I turn it slightly, a slipping sound.
Is the whine coming from inside the cabin or the engine bay?

Does the whine sound mechanical or sort of like a dry rubber? Turn steering with the car off, isit it there? If yes then leave the powersteering fluid cap off, with engine running, turn it, lock to lock a few times, then cap it back up. Is the whine still there? Check the belt for weakness. It may well be a the pump in the end, but best to double check
Only real men get it done with an M20
How have you checked the fluid? Just a visual check?
It's a lubricating fluid so still wears out and needs changing every now and then.
My e36s steering used to make a constant groan at low speeds, a drain and refill with fresh fluid and it's been silent ever since.
