That's the very rare Birmingham 2002 tii on twin 40s. Only made for the Midlands market with the genuine Birmingham tii front lip and factory fitted individual trim.

A cat B vehicle can only be broken for spares, so you cannot use the shell as you will never be able to get a V5 for it or insure it

if theres an issue with the vin number being recorded cat b why doesn't just "change" it.

Its almost certainly a reshell already, hence the cat B. A bluey says the vin number on the logbook and on the chassis don't match up.
A previous owner has probably either crashed the original shell or junked it due to it being rotten, bought another from a scrappy, made one car out of two knackered ones & put his plates on it, without knowing the shell he bought was an insurance write off.
