i have a mtech 2 spoiler which i got 2nd hand and it has specks of white paint what can i remove it without damaging the paint and then what do i use to bring it to a good standard??

Machine polisher and cutting compound maybe?

Depends what kinda paint the white paint is.... If its house paint try using turps first. If its Car paint you will have to use thinners. It will leave the paint a little dull but a polish will bring it back to life...
Try it on a unseen surface first because if the spoiler is painted in acrylic thinners will lift that too.
If it is painted in acrylic well then it will needs re painting.
