Rose jointed mounts help

Need some help with my top mounts.

I've got the sleeves which go in the rose joints for the dampers to go through. Logicaly to me it should go like this:

But uppon fitting to the car and moving it out of the garage the damper pushed the sleeve out of the rose joint and was banging around. This leads me to think maybe it should go in the underneath:

But this will reduce the damper travel by 15mm or so by pushing the rod back into the damper as it will be sitting lower.

Am I missing or over complicating something?

however it is assembled, the sleeve and damper need to firmly clamp tight onto the bearing or it will knock like hell and break.

That would be a spherical bearing, not a rose joint (or rod end).

I think the collared part should go on the bottom, that is how my camber plates are made.

it would indeed, however in generic 'car talk' nobody ever seems to know what a spherical bearing is! the term 'rose joints' are universally recognised however Rose Bearings are no longer around. (Minibea now i think...?)
