im a little bored of the m tech look and the 17" wheels,

I think all 318is came with the deep lip. Many have been lost, broken or stolen. I have a couple of magazine articles from 1990ish which seem to imply they were standard is fitment. Not confirmed though, and I guess you could always have ordered your brand new one with a normal black splitter if you preferred it.
SE side skirts could easily have been fitted as a factory option if you wanted them enough, I'm sure. I remember a 9 year old is I nearly bought back in 2000 that I'm pretty sure had them from new.
