Should this wire be connected?

I've got a 318 1989 and under the bonnet there is a wire attached to the air filter wire but it's not connectred to anything? I cant find anything down there with a missing connection and the car works fine..

At least once a week!!!!
No, it doesn't connect to anything; neither does the blanked off air pipe hanging from the throttle body.
