Halo Headlights

i was considering buying a pair of the 'halo' headlights for my '86 e30, however living in New York, US im not sure if they will be a legal replacement since there are certain laws against halogen headlights, can anyone tell me whether they are a type of incandescent bulb or if they're a bright white halogen light or whether they are even legal in New York State?
