Repairing front valence

How would I go about getting the lower valance on my 89 e30 looking original? Reason I ask is because that part of the car doesn't seem to be totally flat with the paintwork, kinda bubbled.

It's like stucco, I can't remember the proper name for it, but Imy is right, it's meant to be like that. It's a pain in the ar5e when it rusts, because you can't just weld patches over it, nor can you grind it back to create the same finish.

I ground my rear valance back, and ended up welding in a patch, then brought brush on primer and made the texture by dabbing it on, Then finished with stone chip spray which has a slight texture, and finally gloss black over the top! Looks OEM to me!
Did the same with the front valance, but didnt have to do any welding!
