My 14" BBS' are covered in tiny black specks and some other marks. I have gone over them with wonder wheels, clay bar etc and nothings shifting them. Is it possible for me to do a sand/respray on them, or too much effort?
Any tips to remove the tar/stubborn brake dust?

Autoglym intensive tar remover has always worked well for me. Takes quite a bit of elbow grease as well, but you get results.

You can sand them down and respray, use 600 grit wet and dry. clean the surface and spray. its very easy, if you want a 100% job get the tyres bead pushed down, if you have any curb damage simply use a sander (180 grit) and sand until the alloy is smooth make sure you dont create any dips or lines, apply primer, paint and finally clear coat laquor. I have been refurbing alloys for the last 3 years now its very easy if you follow the simple steps.
