r steering rack boots usaly full of oil.....

grease maybe oil i dnt think so
sounds like your rack may be leaking and its power steering fluid maybe??
or the boots could be torn and oil is leaking onto them from somewhere else but id check see if it pas fluid mate hth

No oil should be in there. Like Daz said, there may be some grease smeared about in there, but no oil or PAS fluid.
