as title really whats the best primer or undercoat to use when referbing my alloys?

Etch Primer maybe? I am no expert but sure someone will be along in a minute

It all depends . . .
If you have rubbed down to bare metal then make sure you use etch primer. It will protect the bare metal and prevent any rusting issues in the future.
If you havent then just use your ordinary primer from your local motor factor.
Good luck with the re-furb, I have done a set of 5 spokes for a Pug about a year ago and vowed never again!!!
