What does this dashboard control mean ?

Hi, I have just purchased 1990 316i 2 door auto coupe.

There is a control under the dashboard on the driver's side, to the right. It is a dial with 0,1,2,3 and a picture of a "headlamp" on it. I'm afraid I do not have a handbook. Would anyone know to what this refers ?

it's a headlight height adjuster, so you can adjust the headlight aim to accound for different loads in the car so you dont dazzle people.

most don't work by now as they worked on some strange hydraulic mechanism.
