Remove a wheel bolt and rotate the wheel till you see the adjuster cog through the hole (use a torch!)

If you dont want to do that they are adjustable on the lever with an 8mm deep socket but you should try at the wheel first ideally.......

THEY ARE NOT ADJUSTABLE AT THE HANDBRAKE LEVER!!!!!!!!!! This adjustment is for something different!

Eh? What is that for then, stretched cables?

It is exclusively for setting up the cables - just to take up the slack. Adjusting them will 'improve' the handbrake for a couple of weeks, and will cause wear on the handbrake shoes that renders them useless.
