What fan comes on, engine or interior...

The engine fan is normally viscous driven off the engine, therefore can't run on after the engine is shut down. So there for i assume you mean the interior fan.

Does the fan work at all with the ignition on? have you had any electrical work done lately? new stereo etc??

When you say it sounds like a tractor do you mean the tappets or a misfire ?
I would surgest getting a compression test done and checking the timing marks on the crank and cam shafts line up.

Do you still have the flashing green lights ?
And dare i ask, the windows ?

all the electrical problems are now sorted, the noise sound like tappets, a friend of mine, who is a good bmw mechanic, said i need to replace the tappets, i was going to buy a set from ecp, but there are 2 different types

Buy the ones they have in stock (the dear ones)
Have a look in the ebay forum someone was selling them recently.
