Agreed - some Mods have posted on his threads so it seems a bit bizarre that he's allowed on for a few days and then banned again?

Unfortunately only Admin have the ability to ban members.

I have posted on thread that Ratch was active on and I have also been in contact with him via PM trying to ascertain why he keeps coming back.

My personal view is that I know I can't personally ban him but I post on his threads to prove we know he is there and his time is limited.

it was posted by a mod at the weekend that the mods had changed tactics. this time instead of banning him you had collectively decided to let him get on with it and hope that he would see the error of his ways when everyone turned against him and he would leave here of his own free will when he realised he was not wanted.
realistically that was never going to happen though.
another change of heart then? i noticed the thread that this was posted on was cleaned up rather quickly afterwards.
in the grand scheme of things who really cares if hes here or not. im positively indifferent.
