unloader relay feed from the starter is missing or broken I'd suggest.
Its there to kill the e/winds and blower motor etc when the starter is engaged

Relays are likely to be fine. Chances are you haven't wired the starter motor correctly.
Do the heater fan and door mirrors work? If so, check fuse 17.

There should be a green/black wire running from pin 15 to the smallest terminal post on your starter motor.
Earthing pin 15 as a test should make things work as a test though.

If there's nothing connected to pin 15 of the engine loom, then you shouldn't have a heater fan or door mirrors either. Something odd here!
Are relays K5 and K7 in place in the fusebox?
Pull out K5 and link together pins 30 and 87 of its base with a piece of wire and try the windows.
