The touring is up for its MOT next week, so had a poke around...and found this behind the rear wheel - Iam pretty sure its the sleeve that goes around the fuel line from the filler to the tank - so is this a failure or not? and if it is, what can be done about it..?!!

Won't be a fail as long as the hole is confined to the removable cover. A hole in the inner wing itself will be a fail if the hole is within 300mm of a suspension mounting point.

Not very much of it in your case, I fear.

Mine went exactly the same way:

The cover plate is held on with four plastic nuts (M8, IIRC), and one end pokes into the bodywork closest to the tank.

You can pick up new ones for a reasonable price, or even used ones if you're a penny pincher. If you're nimble, you don't even have to take the wheel off to swap it over.

Your inner wing looks considerabley cleaner than my cow crud encrusted one!

Thanks for the tip off.
