Takes only a tiny voltage drop to set the telltale off,I have the same issue on one of mine,usualy after crossing a pothole in our wonderful Lincolnshire back roads
I expect that the light flickers and that's enough.
You could try another pair of bulbs,good quality one's are better,they cause less voltage drop.
Another possible cause is muck and/or corrosion on the connectors.

Does sound like an earthing fault - don't forget to clean round the screw holes as the provide the earth.

turned out to be the plastic lens/holder itself ...it was snapped where it holds the terminal superglued it back works fine now......cheers fellas..................clever things these check panels ..even tells you the plastic has snapped
