turn the chain filter tool more, it should dig in and dig in and dig in until the filter does budge. And use it somewhere between half way down the filter and where it screws on.
One more thing though lefty loosy righty tighty
My filter was a bastard to remove and the chain wrench tore it up good, was about the width of a stack of 2p coins in the middle where the chain wrench was when I finally got it off.

I use a clever three pronged device that grips tighter the harder you turn it(as the actress said to the bishop).When you fit the new filter,put a smear of grease on the seal and turn it down by hand.Do not forget to check for leaks with the engine running.
