1 - With a bolt in cage you really want to weld some plates to the floorpan to act as load spreaders, and then bolt the cage through these.
2 - Safety devices make decent cages, but OMP and sparco also do bolt-in alternatives.
3 - You will be able to retain your dash if using a bolt in cage .
3 - Bound to be someone localish to you who can do the work?

1) A bolt in cage does require some welding as said above, fixing plates are normally supplied with the cage
2) If it were my money and I was going bolt in, I'd choose SD but there are others avaliable
3) depends on what cage you buy, some go through the dash, others go around it. So you cut the dash to take it if needed
