ICV weirdness.....

Finally started the car at 1 am this morning (with nothing but a 6 branch too it sounded rude!)
IT sounds like a new engine and creamy smooth so all the rebuild work and parts seem to have been worth it
i have one problem though
whenever i attached an idle air valve she just shoots up to 2000rpm any ideas?
i tried two different ones so i dont think its sticking?
can you actually submerge n icv in some sort of cleaner to soakl it over niht maybe its sticking?
but when plugged in while running holding the icv you feel it open so i dont know is it sticking?

any ideas at all anyone?
EDIT: it seems when the car is in the start position (not cranking) The ICV is buzzing constantly - it shouldnt be getting voltage then though should it?
