Play in steering

When i'm driving i can move the steering left or right about 2" and still go in a straight line, until i hit a groove in the road then the car will drift all over the road!!!

Any ideas?

Flex coupling in the steering shaft, (beside exhaust manifold), or the whole steering rack loose, (two bolts at front of rack).
