The best way around it, and probably the only way around it, is to replace the tank.
The problem is caused by the jubilee clip not being close up against the tank. leaving a small triangular gap all around the pipe spigot and the tank, which is permanently damp, causing this area to rust.
The rust holes can be in the spigot or the tank, and on one occasion only, where the rust was confined to the spigot, I managed to melt the brazed joint and slide the spigot (and rust hole) further into the tank.
Edit: I suppose there's a slight chance that it could be a split in the rubber hose, but experience tells me it's unlikely.

There are pattern ones available, which are OK as long as you repaint them properly, or go for a good second hand one.
There are two sizes available and they are not interchangeable without modifying or changing a few other things.
Have a look at the fuel pump under the inspection cover on the RH side of the rear seat pan, to see which size you need. If there is one rubber hose connected to the fuel pump, you need a 62/63 litre tank, or, if there are two hoses connected to the pump, you need a 55 litre tank
