Front wheel cover housing....

Drivers side front wheel cover housing has come loose and for the life of me I cannot figure out how to fix it back...any nuts, bolts or screws that where holding it in place are now not doing so...

There should be two threads on the top however these can sheer off when trying to undo the plastic nuts.
