Of course, anything is possible... I fitted a Linwood Electronics one to my 1970 Morris Traveller a few years back and it's still working nicely.
Velleman sell a kit, via Maplin, for example:

Or this one from Quaser:

My Minor's one just has a discrete potentiometer (rheostat) control fitted to a little bracket below the dashboard; the rotating pot incorporates an on/off switch, similar to many basic radio receivers - rotate to switch on, then adjust to set the delay period, which ranges from a couple of seconds to almost 30 seconds or so - very useful in fine drizzle.

I had a home made one in my Mini in 1970, which had no visible controls. To program it, you simply operated the single wipe, then operated it again when the screen was sufficiently obscured to warrant it. After that, the wiper would operate again repeatedly, after the same interval. To stop the wiping, you flicked the single wipe once again, and then again if you wanted to set a new interval.

That above solution is exactly how the older VWs (Golf 2 era, at least) used to work. Nice idea I think. I retrofitted the relay into a later model Polo and it worked. I wonder (but highly doubt!) if the pin outs match an E30 wiper relay...
Edit - no - totally diff pins/connections
