Buzzing sound from Relay box (fuel pump?) relay

First off, my car wont start , but when i turn the ignition on i am hearing a slight buzzing/humming sound coming from what i think is the Fuel Pump relay , Its in the plastic covering in the engine bay mounted near the suspension turret. Never heard that sound before .. what's causing the buzzing /humming sound???

Buzzing from the ICV is normal. Are you certain that it's not this that you hear?

Its a prefacelift L-Jetronic , no ICV's on those?

Problem solved , wiring to the starter was the issue. Had a loose wire, when i cleaned it up and connected it the buzzing stopped and car started as normal.
