Buying Advice: Surface Rust on front wings and rear panel

There is surface rust on the front wings and rear panel.

Although this seems not to be structural, would there be future consequences?

I.e. should I expect the car to further rust in other places and at a structural level?

It's a sign that there will be rust in other places, definitely. Wing rust is common and fixable, but rear valance rust will need cutting and welding.
