If you're blowing a fuse it suggests there is a short, you'll need to check all the wiring on the horn circuit.

NOTHING anywhere near the steering column can blow the horn fuse. The horn is controlled by a relay (K2), configured in an "earth to operate" mode on the control coil side. The most a short can do is to operate the horn.
If the fuse blows when the horn button is pushed, the problem is between the fusebox and the horn itself, including the horn, unless you have a very unusual problem with the relay, or a fitting a fuse smaller than it should be (15A). DO NOT fit anything bigger than this.

Thanks guys when you say check the wiring on the horn circuit what does that consist of..making sure any earth points are ok or looking for a damaged wire? Would this have anything to the wiring that goes through the passenger side door? Pulled that out last night and a few pins look like the don't exist anymore?

The wire runs from the fusebox down the LH inner wing, and from there it varies depending on which E30 you have, which you haven't told us!
Chances are it's one of the horns or horn that's faulty. Unplug it and see if the fuse blows.

AFAIK, the same applies to cabs. as to any other E30 - weedy engine =weedy horn.
Yours, being a 325, should have two horns, one above each front brake air duct.
If there's anything aftermarket on any E30 relevant to any problem you have, then that's the first place to look. Almost all aftermarket stuff is produced to a fraction of the standards of the genuine item.
