I'm replacing the valance on my prefacelift cabby. I'm going back to metal before new paint and wondered the best way to remove the stone chip underneath the white paint ?

Heat gun and scraper ?

Electric or hand sanding ?

Never tackled this job before, advice welcomed.

One of those wire wheels that goes on a drill will work but you need to be fairly gentle.

Will that not gum up the wire wheel ?

Heat gun doesn't work on the OE stuff. Rotary wire brush in an angle grinder shifts it OK.
Why would you need to be gentle, if you're going back to bare metal?

Use a flap wheel and angle grinder

Flap wheel does need to be used with care. Those things can remove a surprising amount of metal in a short time.
