when i turn on the ac in my car and i am at idle the engine

constantly like from 650pm to 1000rpm and then back down and then back up.it sounds like the engine is whining.what the ...? do i need to get a new idle speed control valve and module?

the AC pulls approx 4 hp when running, at idle the ECU will compensate by upping the idle 150rpms when the AC is operating, the compressor will go on/off as needs arise so the idle will change in accordance to the condition its in.
Clean the ICV anyways , cant hurt a bit.
