What the feck is this wiring dohickey?

I removed the passenger side wing off my 325i and at the front,mounted to the chasis leg is an L shaped bracket with what looks like two thin capacitors. Any idea what they are for?

Resistors for dim dip headlamps. (Dipped headlamps should light at half brightness when just the parking lights are on and the engine is running.)
