There is a brass nut on the back of the instrument cluster that works loose and gives small variations in the level shown by the gauge, but if the variations are large, it's probably the sender(s). The RH sender is usually damaged by muppets trying to remove the fuel pump without removing the sender first.
If your gauge works normally, but does odd things like show empty when the tank is still half full, or still reads half when the tank is empty, you probably have the wrong gauge fitted for the size of your fuel tank.
