It's never going to happen, imagine the uproar it would cause, a revolt in the making!
What they don't get is keeping the older cars on the road is a way of recycling, the amount of pollution caused by making the new and scrapping the old will probably make as much or more pollution than keeping the older ones on the roads.
I mean who here would pay 60K for a brand new BMW knowing that it will be getting scrapped in 10 years time! I for sure wont be one! On the other hand who would want to buy a second hand car knowing its going to get scrapped even sooner and depreciate even faster? The depreciation of the new cars would be too much for most people to justify so this in itself will destroy the automotive trade as no one will buy their cars! Also not everyone can afford spending X-amounts of £Â£Ã‚£Ã‚£ on new cars and thats part of the reason we drive these old turds (plus the new cars are fecking ugly).
Also that bullsh1t about restricting the older cars from the city centre of London & Edinburgh is complete tosh. What they want to do is fuk off all those oil burning taxis and busses the thick cunts!
RANT OVER
On the otherhand here is evidence that this is just a case of scaremongering
