Charcoal Canister required?

Hi, I am currently in the process of doing M52 conversion and , I have a few questions regards this;
1) I would like advise if a charcoal canister is needed when doing the conversion, I have the following fitted as shown in the picture

2) if not required can I delete it and is the deletion simply removing the vacuum pipe and not connecting the charcoal canister as indicated by red circle in the picture

3) what is the blue pipe on the canister connected to? is this just a long vent pipe?
