crank case breather pipe query

Installed the crank case breather pipe to air inlet pipe last night and noticed it has a t-piece with a thin pipe half way along its length. I'm assuming this just vents to atmosphere ? Is it needed?
1987 316 pov spec, upgraded to M52B28

Only place I can see this pipe goes is to the ICV where it goes into the inlet manifold.
