heater blower not working ( e36 318is ), help please!

my car is a e36 318is with climate control, the heater control panel was missing from the car.
when i started the car, the heater was constantly blowing hot, and i couldn't turn it off because there was no control panel, so i removed the fuse.
now i bought a control panel, connected the wires as they were cut, the unit light goes on but the heater doesn't blow???
any help would be much appreciated.

sounds like you also need the heater resistor that controls the heater fan speed

remove the glovebox and its tucked up behind the dash
