Probably. The council put down some double yellow lines outside my mate's house across the road. He parked his car there for the night and the Pigs put a parking ticket on it. At 6.45 in the morning.

It's all about massaging crime clear up figures - a motorist is a soft, easy target from whom easy money can be squeezed. Catching and convicting some drug dealing dole scratter is far more difficult.
