YES ! Road tax on older cars is based on cc . A 2.0 car is over 700 euros a year, a 325 over a grand ! A 530d is 1494 euros ! Hence me just rescuing a pretty decent nice spec 03 530d touring for 700 euros ! 
The top 'band' is over 1800 euros ! That applies to anything over Ca 3.5 litre iirc.
As a result , big engined cars are largely unwanted. Anybody who can afford to pay 1500 euros road tax does not have a 10+ year old turd.
A result of this is people with big engined turds faking up bills stating that they have done engine conversions, IE 2.0 into a 3.0 etc and then only paying road tax on the smaller displacement. Obviously , they do not change the engine and that is where the drama starts. Some rocket scientists even boast in their for sale ads about 'cheap' tax !
On a positive note, anything over 30 years old is 50 euros or something similarly insignificant.

Tax in the ROI is criminal.
There are people all over the ROI driving NI Reg cars. Just register their cars at a relatives/friends house North of the border but they have got wise to this also.
