Can you fit a pre facelift front valence to a post facelift car? E46 obviously

What part do you mean valance? If you mean bumper then yes you can.

Yes bumpers are interchangeable not sure if the under trays and shields are the same though.
Your better of fitting the m-sport bumper rather than a standard pre-facelift one.
