Well, the log book has never been proof of ownership. A receipt for the car is proof of ownership, and the name in the log book is who the car is registered to, and therefore makes it their responsibility.
All it is is just an identification paper (log book) for the car. It just so happens someone needs to be held against it. Partly the reason you can weasel out of private parking fines.
